European Commission unveils new five-year migration strategy and the EU’s first-ever visa strategy

The European Commission has presented a new five-year strategy on migration, together with the European Union’s first-ever visa strategy, aimed at making EU borders more secure while encouraging legal pathways and talent mobility.

According to the Commission, a well-functioning migration and asylum system must both sustain the reduction in irregular arrivals and promote legal and safe pathways to the EU in order to support European societies and economic growth.

Three core objectives of the new migration strategy

The strategy is built around three main goals:

  • Prevent irregular migration and dismantle criminal smuggling networks

  • Protect people fleeing war and persecution, while preventing abuse of the asylum system

  • Attract talent to the EU in order to strengthen economic competitiveness

Five key priorities

1. Stronger international cooperation on migration

The EU will deepen cooperation with partner countries to manage migration more effectively and to strengthen the global fight against migrant smuggling, while ensuring respect for fundamental rights.

2. Strong EU borders and digital border management

The EU plans to reinforce control and security at its external borders through modern digital systems. This includes the roll-out of new entry and exit controls and travel authorisation tools designed to create one of the world’s most advanced digital border management systems.

3. A firm, fair and adaptable asylum and migration system

The Commission will support EU countries in implementing the new asylum and migration rules through dedicated country teams and additional assistance for member states facing migratory pressure, in line with the solidarity principle of the new EU framework.

4. More effective return and readmission

The EU will improve return procedures for people without the right to stay, ensuring that processes are faster, more effective and dignified. A common return system and stronger cooperation with third countries on readmission are also planned.

5. Attracting workers and skills

To remain globally competitive, the EU will expand and launch new talent partnerships and make it easier and faster to recognise foreign qualifications and skills.

Digitalisation and artificial intelligence in migration management

The new strategy also promotes wider use of digital tools and artificial intelligence in asylum and migration management. These technologies are expected to improve the quality and speed of decision-making, enhance security and provide better services for applicants.

The EU’s first-ever visa strategy

At the same time, the Commission has introduced the EU’s first comprehensive visa strategy, built around three pillars.

Stronger security

The EU will modernise the way visa-free travel is granted and monitored, reinforce supervision of existing visa-free regimes and, where necessary, introduce targeted restrictive visa measures. Travel document security will also be strengthened.

Boosting prosperity and competitiveness

New measures aim to make the EU more attractive to skilled workers and to make legitimate travel easier and more predictable. This includes new digital procedures for both visa-free and visa-required travellers, as well as longer-validity multiple-entry visas for trusted travellers.

Modern and connected visa tools

By 2028, the EU plans to make its visa and border IT systems fully interoperable. Authorities will be able to consult several databases through a single search interface, improving information-sharing and helping prevent visa abuse.
